Amend CSSB 1 (house committee printing) in Article III of the bill by adding the following appropriately numbered rider on page III-96, after the bill pattern for Prairie View A&M:

____.  Report on Police Brutality. Out of funds appropriated above, the Center for Race and Justice at Prairie View A&M University shall conduct a report detailing the use of deadly force and police brutality in current policing procedures. The report shall examine practices of state and local law enforcement agencies, as well as review available data on individuals impacted and outcomes of such procedures. As part of the report, the center shall review racial disparities in any data collected and consider the connection those disparities have to policies adopted by state and local law enforcement agencies. The university may coordinate with the Department of Public Safety, Commission on Law Enforcement, and other agencies as needed to conduct the report. The center shall submit the report to governor, lieutenant governor, and each member of the Texas Legislature no later than May 25, 2022.
