Amend SB 14 on third reading as follows:
(1)  In the SECTION of the bill containing the transition language, strike "Chapter 83, Labor Code, as added by this Act, applies" and substitute "The changes in law made by this Act apply".
(2)  Add the following appropriately numbered SECTION to the bill and renumber subsequent SECTIONS of the bill accordingly:
SECTION ____.  Title 2, Occupations Code, is amended by adding Chapter 60 to read as follows:
CHAPTER 60. PREEMPTION
Sec. 60.001.  PREEMPTION OF LOCAL LICENSING AND REGISTRATION REQUIREMENTS. (a) Notwithstanding any other law, if a person is required to possess an occupational license issued by a state licensing authority to engage in an occupation, a municipality or county may not adopt or enforce an ordinance, order, rule, regulation, or policy that requires the person to possess an occupational license or registration issued by the municipality or county to engage in that occupation.
(b)  Any provision of an ordinance, order, rule, regulation, or policy that violates Subsection (a) is void and unenforceable.
