Amend SB 1311 (senate committee printing) by adding the following appropriately numbered SECTION to the bill and renumbering subsequent SECTIONS of the bill accordingly:

SECTION ____.  Section 161.702, Health and Safety Code, as added by this Act, applies only to a procedure or treatment provided by a physician or other health care provider on or after the effective date of this Act.
