BACKGROUND AND PURPOSE

The required training for newly elected members of a board of trustees of an independent school district does not include components of school safety. It has been suggested that school board members should have a basic understanding of the requirements of school safety. H.B. 690 seeks to remedy this issue by requiring an independent school district trustee to complete training on school safety. 

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 690 amends the Education Code to require the State Board of Education (SBOE) to require an independent school district trustee to complete training on school safety. Not later than January 1, 2022, the SBOE, in coordination with the Texas School Safety Center, must develop the curriculum and materials for the training.

EFFECTIVE DATE

September 1, 2021.
