BACKGROUND AND PURPOSE

 

Too often, members of the Texas State Guard pay approximately $300 in order to purchase their own uniforms. There have been calls for the legislature to appropriate money to the Texas State Guard uniform and insignia fund to help defray these costs. H.B. 1063 seeks to facilitate such an appropriation.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1063 amends the Government Code to include money appropriated, credited, or transferred to the Texas State Guard uniform and insignia fund among the categories of money that constitute the fund.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2021.
