BACKGROUND AND PURPOSE

 

It has been noted that there is not a specialty license plate for Texans who received the Presidential Service Badge, which is awarded to members of the U.S. Army, Navy, Air Force, Marine Corps, and Coast Guard, as well as other members of the uniformed services, who serve as full-time military staff to the President of the United States. H.B. 1081 provides for the issuance of a specialty license plate to honor recipients of the Presidential Service Badge.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1081 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue specialty license plates for persons awarded the Presidential Service Badge that include the words "Presidential Service Badge" and a depiction of the badge. The bill authorizes an emblem from this license plate to be included on certain other specialty license plates issued to veterans with disabilities, on request.

September 1, 2021.
