BACKGROUND AND PURPOSE

 

In Texas, certain vehicles, such as those belonging to a commercial fleet or those owned or operated by a governmental entity, may be equipped with a digital license plate in lieu of a physical license plate. However, the option to employ the use of a digital license plate is not extended to other vehicles on the road, such as passenger vehicles. C.S.H.B. 1105 seeks to remedy this situation by authorizing any vehicle registered in Texas to be equipped with a digital license plate.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 1105 amends the Transportation Code to authorize any vehicle registered in Texas to be equipped with a digital license plate placed on the rear of the vehicle in lieu of a physical license plate.

 

C.S.H.B. 1105 repeals Section 504.154(b), Transportation Code.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2021.

C.S.H.B. 1105 differs from the original in minor or nonsubstantive ways by conforming to certain bill drafting conventions.
