BACKGROUND AND PURPOSE

 

It has been noted that under the current conditions of the college, career, or military readiness outcomes bonus, military readiness status is granted only to annual graduates who enlist in the U.S. armed forces and not to those who enlist in the Texas National Guard. This omission creates inaccuracies in measuring progress toward the goals set under the state's master plan for higher education and underrewards school districts for their successes in preparing annual graduates for the workforce. H.B. 1147 would address this issue by qualifying an enlistee in the Texas National Guard as an annual graduate who demonstrates military readiness, thereby entitling a school district to an outcomes bonus for that graduate.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1147 amends the Education Code to extend the outcomes that demonstrate military readiness for purposes of the college, career, or military readiness outcomes bonus under the foundation school program to include an applicable graduate who enlists in the Texas National Guard during a certain time period.

 

EFFECTIVE DATE

 

September 1, 2021.
