BACKGROUND AND PURPOSE
The memorial sign program administered by the Texas Transportation Commission seeks to memorialize the victims of alcohol or controlled substance-related vehicle accidents. Currently, a sign recognizing a victim under the program may remain posted for a two-year period. Many families in Texas who have lost loved ones to drunk driver crashes have called for these signs to remain posted for a longer period of time. H.B. 1574 seeks to address this issue by extending the posting duration for a sign posted under the program to 10 years.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1574 amends the Transportation Code to extend the posting duration for a sign posted under the memorial sign program for victims of certain vehicle accidents from two years to 10 years.
