BACKGROUND AND PURPOSE

 

There have been calls to grant local governments the authority to enter into intergovernmental support agreements with a branch of the U.S. armed forces to enable simplified, effective contracting for local governments to support military installations. H.B. 2210 seeks to grant local governments this authority in order to provide installation-support services to military installations in Texas.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2210 amends the Government Code to authorize an applicable local government, in accordance with provisions of the Interlocal Cooperation Act that apply to interlocal contracts, to enter into an intergovernmental support agreement with a branch of the U.S. armed forces under the federal National Defense Authorization Act to provide installation-support services to a military installation located in Texas.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2021.
