BACKGROUND AND PURPOSE

Integrated circuit technology is a passive wireless technology used to connect billions of everyday items with the Internet. Better known as microchips, integrated circuits can allow for the secure identification of data in order to process a multitude of transactions common to daily life. C.S.H.B. 2367 seeks to foster technological development, improve operational efficiencies, enhance law enforcement capabilities, and create a new market for services across Texas by requiring the Texas Department of Motor Vehicles to allow a registered vehicle to be equipped with a license plate that uses integrated circuit technology.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

C.S.H.B. 2367 amends the Transportation Code to require the Texas Department of Motor Vehicles (TxDMV) to allow a registered vehicle to be equipped with a license plate that uses integrated circuit technology unless expressly provided by applicable state law or by TxDMV rule.

EFFECTIVE DATE

September 1, 2021.
