BACKGROUND AND PURPOSE

 

Some Harris County residents have expressed concern that the portion of Fairmont Parkway between Beltway 8 East and Grand Parkway East may be tolled in the future. H.B. 2435 seeks to allow Texans to move freely on the roadway by prohibiting the imposition of tolls on Fairmont Parkway in Harris County.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2435 amends the Transportation Code to prohibit a toll project entity from imposing a toll on any portion of Fairmont Parkway in Harris County.

 

EFFECTIVE DATE

 

September 1, 2021.
