BACKGROUND AND PURPOSE

There have been calls to recognize the life and service of U.S. Border Patrol Agent Rogelio Martinez, who died while on duty in Culberson County. H.B. 3324 seeks to provide this recognition by designating certain rest stops in Culberson County as the U.S. Border Patrol Agent Rogelio Martinez Rest Areas.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 3324 amends the Transportation Code to designate the eastbound and westbound rest areas located on Interstate Highway 10 in Culberson County east of Van Horn near mile marker 151 as the U.S. Border Patrol Agent Rogelio Martinez Rest Areas. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers at each rest area indicating the designation of those rest areas as the U.S. Border Patrol Agent Rogelio Martinez Rest Areas and any other appropriate information and to erect markers at appropriate locations at the rest areas. The bill requires money received from such a grant or donation to be deposited to the credit of the state highway fund.
