BACKGROUND AND PURPOSE
It has been noted that certain state laws relating to public school districts do not apply to the Windham School District. Specifically, Windham does not have the same authority as other school districts to submit complaints to the State Board for Educator Certification for purposes of imposing sanctions against a teacher whose resignation does not comply with state law. In addition to this, Windham is the only school district where teacher and administrator evaluations are subject to release under state public information law. H.B. 3457 seeks to address these issues by extending the applicability of certain laws to the Windham School District.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 3457 amends the Education Code to extend the applicability of statutory provisions governing the resignation of a teacher employed under a term contract and the confidentiality of documents evaluating a teacher's or administrator's performance to the Windham School District and a teacher or administrator employed by the district.
