BACKGROUND AND PURPOSE

 

It has been noted that there are no mandatory training requirements currently in place for county election officers. There have been calls to require the secretary of state to provide a standardized training program and materials for county election officers in the same manner the secretary of state currently provides a training program to election judges and clerks. H.B. 4028 seeks to address this issue by requiring the secretary of state to provide a standardized training program and materials for county election officers.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4028 amends the Election Code to require the secretary of state to provide a standardized training program and materials for county election officers in the same manner it provides such a program to election judges and clerks.

 

EFFECTIVE DATE

 

September 1, 2021.
