AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

H.B. 4149 is a vehicle to pick up good public policy that makes sure the jailer profession is one of high standard and that our county jails are safe. Basic jailer training along with advance training specific to jailers is lacking.

 

H.B. 4149 tries to address this issue by authorizing the Texas Commission on Law Enforcement and the Texas Commission on Jail Standards to develop optional advance jailer training to promote health and safety in county jails.

 

H.B. 4149 amends current law relating to county jailers.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 1701.310, Occupations Code, by adding Subsection (g), to authorize the Texas Commission on Law Enforcement and the Texas Commission on Jail Standards to develop additional training for county jailers serving under permanent appointments to promote health and safety in county jails.

 

SECTION 2. Effective date: September 1, 2021.
