BACKGROUND AND PURPOSE

Concerns have been raised that training for county jailers in Texas is lacking, especially advanced training specific to the profession. There have been calls to develop additional training for county jailers to ensure that the profession is one of a high standard and that county jails in Texas remain safe for jailers and inmates alike. C.S.H.B. 4149 seeks to address this issue by authorizing the Texas Commission on Law Enforcement and the Commission on Jail Standards to develop additional training for county jailers serving under permanent appointments.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

C.S.H.B. 4149 amends the Occupations Code to authorize the Texas Commission on Law Enforcement and the Commission on Jail Standards to develop additional training for county jailers serving under permanent appointments to promote health and safety in county jails.

September 1, 2021.
