BACKGROUND AND PURPOSE

 

Concerns have been raised regarding state law providing for the composition of the Rockwall County Juvenile Board, which includes the judge of the County Court at Law of Rockwall County. However, in light of the newly created County Court at Law No. 2 of Rockwall County, there have been calls to update this language to provide for the inclusion of the judge of this court on the board and also to avoid the need to make future updates to the law should additional county courts at law be created in the county. H.B. 4568 seeks to address this issue by revising the composition of the Rockwall County Juvenile Board with respect to judges of these courts.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4568 amends the Human Resources Code to revise the composition of the Rockwall County Juvenile Board by including all judges of the county courts at law in Rockwall County.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2021.
