BACKGROUND AND PURPOSE

 

Our constituents often wish to communicate with commercial developers about local concerns, safety, traffic, and noise or air pollution but are unable to find applicable contact information. S.B. 291 would help facilitate transparency between developers and neighboring landowners by requiring developers to share their name, contact information, and a brief description of a project at the construction site.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 291 amends the Business & Commerce Code to require a developer of a commercial building project located in Texas, as soon as practicable after beginning construction of the project, to visibly post the name and contact information of the developer and a brief description of the project at the entrance to the construction site.

 

EFFECTIVE DATE

 

September 1, 2021.
