AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The legislature created the Joint Admission Medical Program (JAMP) to serve as a pipeline, providing undergraduates who are accepted into the program with assistance to get into a Texas medical school. If students meet program requirements, they are guaranteed admission to a participating medical school and receive more support through scholarships and mentorship.

 

S.B. 420 expands the JAMP Council's list of participating medical schools to include both the University of Houston's medical school and the College of Osteopathic Medicine at Sam Houston State University. These two medical schools are two of the only medical schools left out of the list, because they were recently established.

 

As proposed, S.B. 420 amends current law relating to the participation of the medical school at the University of Houston and the college of osteopathic medicine at Sam Houston State University in the Joint Admission Medical Program.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 51.821(4), Education Code, to redefine "participating medical school," for purposes of participation under Subchapter V (Joint Admission Medical Program), to include the medical school at the University of Houston (UH) and the college of osteopathic medicine at Sam Houston State University (SHSU). Makes nonsubstantive changes.

 

SECTION 2. (a) Requires the medical school at UH and the college of osteopathic medicine at SHSU, as soon as practicable after the effective date of this Act, each to:

 

(1) enter into the agreement with the Joint Admission Medical Program Council required by Section 51.829 (Council Agreement with Participating Medical School), Education Code; and

 

(2) select an appropriate faculty member to represent the respective medical school on the council.

 

(b) Provides that the medical school at UH and the college of osteopathic medicine at SHSU are each required to provide internships and mentoring under the Joint Admission Medical Program as appropriate beginning not later than the 2022-2023 academic year, but are not required to admit participating students to the school or college under the program before the 2023-2024 academic year.

 

SECTION 3. Effective date: upon passage or September 1, 2021.
