BACKGROUND AND PURPOSE

 

Concerns have been raised over the need to extend the life of the dry cleaner environmental response program, which is a remediation program that mitigates the adverse effect of dry cleaning solvents on the environment and is set to expire on September 1, 2021. S.B. 872 seeks to address these concerns by postponing the expiration date of statutory provisions governing the program until September 1, 2041.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 872 amends the Health and Safety Code to postpone the expiration date of statutory provisions governing the dry cleaner environmental response program from September 1, 2021, to September 1, 2041.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2021.
