BACKGROUND AND PURPOSE

 

The Texas Motor Speedway is currently eligible for funding under the major events reimbursement program, but renovations at the speedway will impact its number of seats requiring a change to the speedway's description in statute. Additionally, the speedway will be hosting the NASCAR Texas Grand Prix race at the Circuit of the Americas this year. Making this race eligible for funding under the program would help to stimulate the state's tourism industry. S.B. 1155 seeks to amend the applicable statutory description to ensure the speedway remains eligible for funding during its renovations and to make the NASCAR Texas Grand Prix race eligible for funding.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 1155 amends the Government Code to make the NASCAR Texas Grand Prix race eligible under the major events reimbursement program. The bill makes the eligibility of an event for funding under the program on the basis of the event being the largest held each year at a sports entertainment venue in Texas with a permanent seating capacity of at least 125,000 apply to a venue that has that seating capacity on September 1, 2021.

 

EFFECTIVE DATE

 

September 1, 2021.
