AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

S.J.R. 27 proposes a constitutional amendment to prohibit the state or any political subdivision of the state from limiting or prohibiting religious services. The proposed constitutional amendment would be submitted to the voters at the election to be held on November 2, 2021.

C.S.S.J.R. 27 proposes a constitutional amendment to prohibit this state or a political subdivision of this state from prohibiting or limiting religious services of religious organizations.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Article I, Texas Constitution, by adding Section 6-a, as follows:

Sec. 6-a.� Prohibits this state or a political subdivision of this state from enacting, adopting, or issuing a statute, order, proclamation, decision, or rule that prohibits or limits religious services, including religious services conducted in churches, congregations, and places of worship, in Texas by a religious organization established to support and serve the propagation of a sincerely held religious belief.

SECTION 2. Requires that the proposed constitutional amendment be submitted to the voters at an election to be held November 2, 2021.� Sets forth the required language of the ballot.
