A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to a Department of Public Safety program to provide grants |
|
|
to public improvement districts for services for homeless |
|
|
individuals. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter Z, Chapter 411, Government Code, is |
|
|
amended by adding Section 411.951 to read as follows: |
|
|
Sec. 411.951. HOMELESS IMPACT GRANT PROGRAM FOR PUBLIC |
|
|
IMPROVEMENT DISTRICTS. (a) The department shall establish and |
|
|
administer a homeless impact grant program to provide grants for |
|
|
the provision of additional security and sanitation services for |
|
|
homeless individuals in areas for which a public improvement |
|
|
district has been created under Subchapter A, Chapter 372, Local |
|
|
Government Code. |
|
|
(b) A municipality or county that has created a public |
|
|
improvement district may apply for and use a grant under the program |
|
|
if: |
|
|
(1) the district is located in a county with an |
|
|
unsheltered homeless individual count that exceeds 500 according to |
|
|
the most recent point-in-time homeless census; and |
|
|
(2) the services for which the grant will be made are |
|
|
an authorized public improvement project of the district. |
|
|
SECTION 2. The Public Safety Commission shall adopt rules |
|
|
necessary to implement the program under Section 411.951, |
|
|
Government Code, as added by this Act, not later than January 1, |
|
|
2022. |
|
|
SECTION 3. This Act takes effect September 1, 2021. |
