A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study on the impact of the use of administrative |
|
segregation on inmates of the Texas Department of Criminal Justice. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) In this section, "department" means the |
|
Texas Department of Criminal Justice. |
|
(b) The comptroller of public accounts, in coordination |
|
with the Health and Human Services Commission and the Department of |
|
State Health Services, shall conduct a study on the impact of the |
|
use of administrative segregation on inmates confined in facilities |
|
operated by or under contract with the department. The study must |
|
evaluate the impact of administrative segregation on an inmate's |
|
physical and mental health. The department shall provide access to |
|
facilities and records and otherwise assist the comptroller in |
|
conducting the study. |
|
(c) Not later than December 1, 2022, the comptroller shall |
|
prepare and submit a written report containing the results of the |
|
study and any legislative recommendations to: |
|
(1) the governor; |
|
(2) the lieutenant governor; |
|
(3) the speaker of the house of representatives; |
|
(4) each standing committee of the legislature having |
|
primary jurisdiction over the department; |
|
(5) the department; and |
|
(6) the Legislative Budget Board. |
|
(d) This Act expires September 1, 2023. |
|
SECTION 2. This Act takes effect September 1, 2021. |
