A BILL TO BE ENTITLED
 
AN ACT
  relating to identifying and addressing social determinants of
  health in Medicaid managed care contracts.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 533.005, Government Code, is amended by
  adding subsection (a)(27-29)to read as follows:
               (27)  a requirement that the managed care organization
  perform routine screening of recipients to identify social
  determinants of health including:
                     (A)  housing;
                     (B)  education;
                     (C)  economic opportunity; and
                     (D)  community conditions including access to
  healthy food, environmental conditions, and safety from crime;
               (28)  a requirement that the managed care organization
  coordinate with local community services and other federal, state,
  and local government agencies as applicable to help address the
  social determinants of health identified in subsection (27) that
  are affecting the health of the recipient; and
               (29)  a requirement that the managed care organization
  have a designated social determinants of health specialists for
  each service area they are contracted in.
         SECTION 2.  This Act does not apply to contracts entered in
  to before the effective date but applies to all contracts that are
  new, renewed, or extended on or after the effective date.
         SECTION 3.  This Act takes effect September 1, 2021.
