A BILL TO BE ENTITLED
 
AN ACT
  relating to a study on the gap in student grade point averages
  resulting from the accessibility of dual credit courses to public
  high school students.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) In this Act:
               (1)  "Agency" means the Texas Education Agency.
               (2)  "Coordinating board" means the Texas Higher
  Education Coordinating Board.
               (3)  "Educationally disadvantaged" has the meaning
  assigned by Section 5.001, Education Code.
         (b)  The agency, with assistance from the coordinating
  board, shall conduct a study on the accessibility of dual credit
  courses to educationally disadvantaged high school students
  enrolled at school districts in rural and urban areas of the state
  and any resulting adverse impacts on the grade point average of
  those students.
         (c)  The study must examine:
               (1)  the types of dual credit courses for which an
  additional weight is given for purposes of computing a student's
  high school grade point average;
               (2)  the sources of funding for dual credit courses and
  the amount funded by each source, disaggregated by school district;
               (3)  the number of students who do not enroll in dual
  credit courses because of an inability to pay the costs associated
  with or a lack of accessibility to those courses, disaggregated by
  the peer group of the public junior college district, as identified
  by the coordinating board, within whose service area the students
  reside;
               (4)  the differences in student high school grade point
  averages between students in rural areas and urban areas,
  disaggregated by socioeconomic status; and
               (5)  any other factor deemed relevant by the agency.
         (d)  Not later than December 1, 2022, the agency, with the
  assistance of the coordinating board, shall prepare and submit to
  the legislature a report on the results of the study and any
  recommendations for legislative or other action.
         (e)  This Act expires September 1, 2023.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2021.
