A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study by the Railroad Commission of Texas regarding |
|
the use of flared natural gas for on-site electric generation. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) In this section, "commission" means the |
|
Railroad Commission of Texas. |
|
(b) The commission shall conduct a study to assess the |
|
feasibility of and barriers to operators of oil and gas wells using |
|
flared natural gas for on-site generation of electricity to: |
|
(1) reduce flaring; |
|
(2) mitigate possible negative effects of extreme |
|
weather events; and |
|
(3) stabilize the energy grid in this state. |
|
(c) Not later than December 1, 2022, the commission shall |
|
submit a report containing the results of the study to the |
|
lieutenant governor, the speaker of the house of representatives, |
|
and the standing committees of the legislature having primary |
|
jurisdiction over utilities and environmental matters. |
|
(d) This Act expires January 1, 2023. |
|
SECTION 2. This Act takes effect September 1, 2021. |
