A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to a preference in state purchasing for certain vendors. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter H, Chapter 2155, Government Code, is |
|
|
amended by adding Section 2155.454 to read as follows: |
|
|
Sec. 2155.454. VENDORS WITH CERTAIN COMPENSATION RATIO. |
|
|
The comptroller and state agencies procuring goods or services |
|
|
shall give preference to vendors that compensate the chief |
|
|
executive officer of the vendor in an amount that does not exceed |
|
|
the median compensation of all employees multiplied by 45. |
|
|
SECTION 2. The change in law made by this Act applies only |
|
|
to a contract for which a governmental entity first advertises or |
|
|
otherwise requests offers, bids, proposals, qualifications, or |
|
|
other applicable expressions of interest on or after the effective |
|
|
date of this Act. A contract for which a governmental entity first |
|
|
advertises or otherwise requests offers, bids, proposals, |
|
|
qualifications, or other applicable expressions of interest before |
|
|
the effective date of this Act is governed by the law as it existed |
|
|
immediately before the effective date of this Act, and that law is |
|
|
continued in effect for that purpose. |
|
|
SECTION 3. This Act takes effect September 1, 2021. |
