A BILL TO BE ENTITLED
 
AN ACT
  relating to the use of certain drugs in bovine breeding stock by or
  on the prescription of a veterinarian.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter H, Chapter 801, Occupations Code, is
  amended by adding Section 801.365 to read as follows:
         Sec. 801.365.  BREEDING STOCK. (a)  In this section,
  "breeding stock" means a bovine animal intended by its owner or
  caretaker, with the input of a veterinarian, to be used for
  selective mating to maintain or enhance desirable genetic traits in
  future generations and not intended, at the time a drug is
  administered to the animal as provided by this section, for human or
  animal consumption.  The term does not include a market animal.
         (b)  A veterinarian may administer, prescribe, dispense, or
  deliver any drug derived from a naturally occurring hormone in
  breeding stock.  The veterinarian shall determine and prescribe an
  adequate withdrawal time for the drug.
         (c)  An owner or caretaker may use a drug described by
  Subsection (b) in breeding stock in the manner prescribed by a
  veterinarian.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2021.
