A BILL TO BE ENTITLED

AN ACT
|
|
relating to energy efficiency standards for appliances. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 447.012, Government Code, is amended to |
|
read as follows: |
|
Sec. 447.012. APPLIANCE STANDARDS; REPORTS. (a) The state |
|
energy conservation office shall determine the feasibility and |
|
cost-benefit to consumers of setting [appliance] energy efficiency |
|
standards for appliances that are not currently regulated for |
|
energy efficiency in this state by the federal government, if the |
|
office determines that [the] new standards would reduce the |
|
emission of air contaminants or improve the efficiency and |
|
reliability of the delivery of electrical power in Texas, including |
|
in periods of high demand. [The office may not consider the |
|
feasibility and cost-benefit to consumers of setting appliance |
|
standards for air conditioning systems under this section.] |
|
(b) Not later than September 1 of each even-numbered year, |
|
the state energy conservation office shall prepare and submit to |
|
the governor and the legislature written reports on its findings |
|
and recommendations, including legislative recommendations. |
|
SECTION 2. This Act takes effect September 1, 2021. |
