A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the recording of a public school student's admission, |
|
review, and dismissal committee meeting. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter A, Chapter 29, Education Code, is |
|
amended by adding Section 29.024 to read as follows: |
|
Sec. 29.024. ACCESS TO ADMISSION, REVIEW, AND DISMISSAL |
|
COMMITTEE MEETING RECORDINGS. (a) A school district may not |
|
prohibit: |
|
(1) the audio recording of an admission, review, and |
|
dismissal committee meeting; or |
|
(2) the video recording of an admission, review, and |
|
dismissal committee meeting, if the meeting is conducted through |
|
videoconference. |
|
(b) For each student assigned an admission, review, and |
|
dismissal committee, a school district shall inform the student's |
|
parent or guardian in writing and, to the extent practicable, in the |
|
parent's or guardian's native language regarding the parent's or |
|
guardian's right to: |
|
(1) record the proceedings of the student's admission, |
|
review, and dismissal committee meeting; and |
|
(2) request that the student's admission, review, and |
|
dismissal committee record the meeting and include the recordings |
|
in the student's educational record. |
|
(c) A school district may not record a student's admission, |
|
review, and dismissal committee meeting if the student's parent or |
|
guardian objects to the recording. |
|
(d) The commissioner shall adopt rules necessary to |
|
implement this section. |
|
SECTION 2. This Act applies beginning with the 2022-2023 |
|
school year. |
|
SECTION 3. This Act takes effect September 1, 2021. |
