A JOINT RESOLUTION
  proposing a constitutional amendment prohibiting the state from
  expanding eligibility for Medicaid under the federal Patient
  Protection and Affordable Care Act.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 51-a, Article III, Texas Constitution,
  is amended by adding Subsection (b-1) to read as follows:
         (b-1)  Notwithstanding Subsection (b) of this section, the
  state may not provide medical assistance to any person who became
  newly eligible for that assistance under the Patient Protection and
  Affordable Care Act (Pub. L. No. 111-148), as amended by the Health
  Care and Education Reconciliation Act of 2010 (Pub. L.
  No. 111-152), but would not be eligible for that assistance under
  the eligibility criteria in effect in this state on January 1, 2021.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 2, 2021.
  The ballot shall be printed to provide for voting for or against the
  proposition: "The constitutional amendment prohibiting the state
  from expanding eligibility for Medicaid under the federal Patient
  Protection and Affordable Care Act."
