A JOINT RESOLUTION
|
|
proposing a constitutional amendment protecting the health and |
|
safety of public school students and staff. |
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Article VII, Texas Constitution, is amended by |
|
adding Section 7 to read as follows: |
|
Sec. 7. (a) The board of trustees of an independent school |
|
district or the governing body of a charter school is responsible |
|
for decisions regarding the health and safety of the district's or |
|
school's students and staff. |
|
(b) The legislature or a state agency may not withhold |
|
funding from an independent school district or charter school |
|
because of a decision made by the board of trustees or governing |
|
body of the district or school to halt in-person learning due to |
|
concerns for the health and safety of students or staff. |
|
(c) The legislature may not pass a law that arbitrarily |
|
disregards the health and safety of public school students or |
|
staff. |
|
SECTION 2. This proposed constitutional amendment shall be |
|
submitted to the voters at an election to be held November 2, 2021. |
|
The ballot shall be printed to permit voting for or against the |
|
proposition: "The constitutional amendment protecting the health |
|
and safety of public school students and staff." |
