R E S O L U T I O N
|
|
WHEREAS, Residents of Rockwall County lost a dedicated public |
|
servant with the passing of County Commissioner Joe David Magness |
|
of Royse City on December 3, 2020, at the age of 68; and |
|
WHEREAS, David Magness was born to Royce Glen Magness and |
|
Melba Jean Magness on March 3, 1952, in Fannin County, and he grew |
|
up in the community of Telephone with two siblings, Marilyn and |
|
Jerry; after completing a bachelor's degree in business and |
|
agriculture at Texas A&M University-Commerce, he farmed and ranched |
|
in Rockwall, Hunt, and Collin Counties and owned and operated a |
|
fertilizer and chemical distribution business; and |
|
WHEREAS, In 2003, Mr. Magness was elected as Rockwall County |
|
commissioner for Precinct 4, and he served with distinction in that |
|
office until the time of his passing; during his tenure, he was |
|
chair of both the Rockwall County Road Consortium and the Rockwall |
|
County Open Space Alliance, and he served as the county court |
|
representative to the Regional Transportation Council, the STAR |
|
Transit Board of Directors, and the North Texas Council of |
|
Governments; moreover, for the past 10 years, he led the Farmers |
|
Electric Cooperative Board of Directors as president; and |
|
WHEREAS, Active in his community, Mr. Magness gave |
|
generously of his time and expertise to such organizations as the |
|
Royse City ISD Board of Trustees, the Youth Fair of Rockwall Board, |
|
the Royse City Chamber of Commerce Board, the Farmers Electric |
|
Charitable Foundation Board, and Texas Farm Bureau, and he was a |
|
founding member and the first president of the Royse City Rotary |
|
Club; over the years, he also served as a Realtor with Upchurch Real |
|
Estate and United Country Real Estate; he was a valued congregant of |
|
Royse City First United Methodist Church; and |
|
WHEREAS, In all his endeavors, Mr. Magness enjoyed the love |
|
and support of his wife, Shirley, with whom he shared a rewarding |
|
union of 47 years, and he took great pride in their daughter, |
|
Rebecca, and in their three grandchildren, Reid, Jude, Sloane; and |
|
WHEREAS, An engaged citizen, a devoted family man, and an |
|
admired civic leader, David Magness leaves behind a legacy of |
|
service that his loved ones can remember with pride; now, |
|
therefore, be it |
|
RESOLVED, That the House of Representatives of the 87th Texas |
|
Legislature hereby pay tribute to the memory of Rockwall County |
|
Commissioner Joe David Magness and extend sincere condolences to |
|
all who mourn his passing; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for his family and that when the Texas House of |
|
Representatives adjourns this day, it do so in memory of Joe David |
|
Magness. |
