R E S O L U T I O N
         WHEREAS, All who shared in the life of Billy Lawrence Smith
  Sr. of Angleton were deeply saddened by his death on September 16,
  2020; and
         WHEREAS, Billy Smith was born in Houston on July 18 to Thelma
  Diamond Darrell Smith and Elton David Smith Sr., and he grew up with
  the companionship of four siblings, Elton, Paul, Maburn, and Arva;
  and
         WHEREAS, A proud veteran of the U.S. Navy, Mr. Smith enjoyed
  a rewarding career in law enforcement that spanned five decades,
  and he retired from the Texas Department of Criminal Justice; known
  for his pioneering advances in the dog training community, he was
  the founder of Law Enforcement Training Specialists International,
  Inc., which has specialized in training correctional and law
  enforcement K-9 officers for 35 years; he also helped found the
  National Narcotic Detector Dog Association; and
         WHEREAS, Mr. Smith shared a fulfilling marriage with his
  wife, Karen, until her passing in 2012; he took great pride in his
  children, Billy "Skip" Smith Jr., Samuel "Chip" Smith Sr., and
  Laura LeAnne Smith, and with the passing years, he had the pleasure
  of seeing his family grow to include 13 grandchildren and 13
  great-grandchildren; and
         WHEREAS, Admired for his kindness, determination, and
  selflessness, Billy Smith lived a caring and purposeful life, and
  he leaves behind a record of service that his loved ones can
  remember with pride; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby pay tribute to the memory of Billy Lawrence
  Smith Sr. and extend sincere condolences to his relatives and
  friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Billy
  Smith.
