R E S O L U T I O N
|
|
WHEREAS, All who shared in the life of Billy Lawrence Smith |
|
Sr. of Angleton were deeply saddened by his death on September 16, |
|
2020; and |
|
WHEREAS, Billy Smith was born in Houston on July 18 to Thelma |
|
Diamond Darrell Smith and Elton David Smith Sr., and he grew up with |
|
the companionship of four siblings, Elton, Paul, Maburn, and Arva; |
|
and |
|
WHEREAS, A proud veteran of the U.S. Navy, Mr. Smith enjoyed |
|
a rewarding career in law enforcement that spanned five decades, |
|
and he retired from the Texas Department of Criminal Justice; known |
|
for his pioneering advances in the dog training community, he was |
|
the founder of Law Enforcement Training Specialists International, |
|
Inc., which has specialized in training correctional and law |
|
enforcement K-9 officers for 35 years; he also helped found the |
|
National Narcotic Detector Dog Association; and |
|
WHEREAS, Mr. Smith shared a fulfilling marriage with his |
|
wife, Karen, until her passing in 2012; he took great pride in his |
|
children, Billy "Skip" Smith Jr., Samuel "Chip" Smith Sr., and |
|
Laura LeAnne Smith, and with the passing years, he had the pleasure |
|
of seeing his family grow to include 13 grandchildren and 13 |
|
great-grandchildren; and |
|
WHEREAS, Admired for his kindness, determination, and |
|
selflessness, Billy Smith lived a caring and purposeful life, and |
|
he leaves behind a record of service that his loved ones can |
|
remember with pride; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 87th Texas |
|
Legislature hereby pay tribute to the memory of Billy Lawrence |
|
Smith Sr. and extend sincere condolences to his relatives and |
|
friends; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for his family and that when the Texas House of |
|
Representatives adjourns this day, it do so in memory of Billy |
|
Smith. |
