R E S O L U T I O N
         WHEREAS, A rich and purposeful life drew to a close with the
  passing of Manuel Phillipe De la Rosa of San Marcos on February 13,
  2021, at the age of 51; and
         WHEREAS, Born in Austin to Manuel and Benita De la Rosa on
  September 19, 1969, Manuel De la Rosa grew up with the companionship
  of two siblings, Martin and Marietta; throughout his life, he
  cherished time spent with his family, and he was the proud father of
  a daughter, Jaime; and
         WHEREAS, Mr. De la Rosa earned a bachelor's degree in
  sociology, and over the years, he served as a certified peace
  officer with a number of agencies, including the Bridgeport Police
  Department, the Sunset Valley Police Department, the Hays County
  Sheriff's Office, the Texas State University Police Department, and
  the Hays County Precinct 2 Constable's Office; and
         WHEREAS, Among his many accolades, Mr. De la Rosa was named
  the 2009 New Deputy of the Year and the 2011 Deputy of the Year in
  Hays County; he received a Life Saving Award in 2010 and the Central
  Texas Crime Prevention Association Willie Tisdale Award in 2012;
  moreover, he earned the 2011 Law Enforcement Commendation Medal
  from the Sons of the American Revolution for his outstanding work
  with the Hays County Sheriff's Office field training officer
  program; and
         WHEREAS, Mr. De la Rosa was deeply dedicated to serving his
  community, and several times each year he gathered and delivered
  clothing and toys to children in Mexico; in his leisure hours, he
  enjoyed working out and renovating homes; and
         WHEREAS, While his loss is difficult to bear, Manuel De la
  Rosa leaves behind a record of service that his loved ones can
  remember with pride, and he will always hold a treasured place in
  their hearts; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby pay tribute to the life of Manuel Phillipe De la
  Rosa and extend sincere sympathy to all who mourn his passing; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Manuel De
  la Rosa.
