R E S O L U T I O N
         WHEREAS, Family and friends will forever treasure their
  memories of Robert Warren McGowan of Houston, who died on March 5,
  2021, at the age of 66; and
         WHEREAS, Robert McGowan was born on January 13, 1955, to
  Willard and Verna McGowan, and he grew up in Houston with three
  siblings, Willard, Verne, and Twyla; and
         WHEREAS, After graduating from Phillis Wheatley High School,
  Mr. McGowan earned his bachelor's degree at Prairie View A&M
  University in 1978; an expert mechanic, he joined his father's
  business, McGowan's Auto Repair, and he maintained an active
  interest in his profession over the years, mastering the changing
  technologies of automotive computers and diagnostic systems; his
  expertise and strong work ethic earned him a reputation as one of
  the best and most reliable mechanics in Houston's Fifth Ward; he
  also enjoyed working on and racing muscle cars; and
         WHEREAS, A man of strong religious faith, Mr. McGowan was a
  lifelong member of Mount Vernon United Methodist Church, and he was
  in regular attendance at the church's worship service and Sunday
  school; and
         WHEREAS, In all his endeavors, Mr. McGowan enjoyed the love
  and support of his wife, Sandra Battle, with whom he shared a loving
  relationship for 32 years; he was a devoted stepfather to her
  daughters, Natasha, Tiffany, and Shauntay; and
         WHEREAS, Robert McGowan possessed a generosity of spirit that
  expressed itself in myriad ways, and he enriched the lives of
  countless people with his warmth and kindness; now, therefore, be
  it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby pay tribute to the memory of Robert Warren
  McGowan and extend heartfelt sympathy to all who mourn his passing;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Robert
  McGowan.
