R E S O L U T I O N
         WHEREAS, Houston mayor Sylvester Turner was sworn in as
  president of the African American Mayors Association on May 11,
  2021; and
         WHEREAS, Established in 2014, the African American Mayors
  Association supports public policies that impact the vitality and
  sustainability of cities, provides mayors with leadership and
  management tools, and creates a forum for member mayors to share
  best practices related to municipal management; Mayor Turner has
  served on the board and as vice president of the association; and
         WHEREAS, First elected mayor of Houston in 2015, Sylvester
  Turner has ably guided the nation's fourth-largest city as it has
  faced an array of issues, including budget deficits, natural
  disasters, and the COVID-19 pandemic; during his tenure, he has
  passed five balanced budgets, led Houston's recovery from Hurricane
  Harvey, and championed historic pension reform; a lifelong Houston
  resident, he is also leading initiatives to strengthen communities
  and address homelessness, climate change, and police reform; and
         WHEREAS, Before becoming mayor, Sylvester Turner represented
  his hometown for 27 years as a member of the Texas House of
  Representatives; he was speaker pro tem for three terms and served
  as a member of the house appropriations committee for an impressive
  21 years; he is a graduate of the University of Houston, and he
  earned his law degree from Harvard; and
         WHEREAS, Mayor Sylvester Turner has provided dynamic
  leadership during a time of many challenges and opportunities for
  the City of Houston, and his extensive insight and experience make
  him a fitting choice to lead the African American Mayors
  Association; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby congratulate Mayor Sylvester Turner on being
  named president of the African American Mayors Association and
  extend to him sincere best wishes for a successful and productive
  tenure; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mayor Turner as an expression of high regard by the
  Texas House of Representatives.
