R E S O L U T I O N
         WHEREAS, General manager C. E. Williams of the Panhandle
  Groundwater Conservation District celebrated his 30th anniversary
  with the district in 2020, and this milestone provides a fitting
  opportunity to pay tribute to his faithful service to the people of
  the Panhandle region; and
         WHEREAS, First established by the Texas Legislature in 1955,
  PGCD develops and implements water conservation, augmentation, and
  management strategies to protect the water resources in the Texas
  Panhandle; Mr. Williams joined the district in 1990, and through
  the years he has seen it grow from two employees overseeing three
  counties to a much larger staff who are responsible for the
  management of the groundwater used by the 250,000 residents of an
  eight-county region; and
         WHEREAS, In his role as general manager, Mr. Williams
  supervises the district's employees and guides its various programs
  as well as its day-to-day operations; he also works with
  neighboring groundwater districts and districts around the state,
  and he is an expert resource for state agencies and the Texas
  Legislature on water issues; and
         WHEREAS, Well-respected across the region and the state, this
  seasoned professional additionally serves as chair of the Panhandle
  Regional Water Planning Group-Region A, and he is a board member of
  the Texas Water Foundation; and
         WHEREAS, C. E. Williams's dedication, expertise, and
  commitment to good stewardship of the region's water resources have
  greatly benefited his fellow citizens and earned him the respect
  and admiration of his peers, and he may indeed reflect with pride on
  his many achievements; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby commend C. E. Williams for his three decades of
  service with the Panhandle Groundwater Conservation District and
  extend to him sincere best wishes for continued success in his
  important work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Williams as an expression of high regard by the
  Texas House of Representatives.
