R E S O L U T I O N
         WHEREAS, Residents of Robstown lost an admired educator with
  the passing of Emilia Ybarra Phillips on September 19, 2020, at the
  age of 52; and
         WHEREAS, The daughter of Enrique Ybarra and Lydia Carranza
  Ybarra, the former Millie Ybarra was born in Corpus Christi on
  August 12, 1968, and she shared a close relationship with each of
  her seven siblings, Enrique, Edward, Esther, Esmeralda, Elia, Elsa,
  and Eliberto; she graduated from Robstown High School and Southwest
  Texas State University; and
         WHEREAS, Ms. Phillips taught social studies and served as a
  department head at Robstown Early College High School, where she
  was a member of the faculty for 28 years; dedicated to expanding
  horizons for her students, she took groups on trips to Mexico and
  New York and encouraged civic responsibility by organizing cleanup
  efforts with them; to her students' delight, she would sing in an
  operatic voice to get their attention; in recognition of her
  exemplary work, she was named Teacher of the Year three times; and
         WHEREAS, Ms. Phillips was deeply devoted to her daughter,
  Hannah, and loved spending time with her and attending all her
  events and activities; in addition, she found tremendous joy in
  planning family gatherings and supporting her many nieces and
  nephews at their games and school functions; warm and giving, she
  made time for everyone in her life, and she offered sympathy and
  encouragement in times of need; sustained by a strong faith, she was
  a member of St. Anthony Catholic Church and St. Mary's Mission,
  where she sang in the choir and played guitar; and
         WHEREAS, Blessed with a beautiful smile, Millie Phillips
  touched the lives of countless people through her kindness and
  generosity, and she will be remembered with great affection by all
  who were fortunate enough to know her; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby pay tribute to the life of Emilia Ybarra
  Phillips and extend sincere sympathy to her loved ones; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for her family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Millie
  Phillips.
