R E S O L U T I O N
         WHEREAS, Torrey Rhone has earned great distinction by
  becoming the first African American to serve at the rank of sergeant
  in the history of the Mesquite Police Department; and
         WHEREAS, Sergeant Rhone was officially promoted to his new
  position during a ceremony on May 14, 2021; since beginning his
  exemplary tenure with the department in September 2007, he has been
  honored as the Mesquite Elks Lodge Police Officer of the Year, and
  he has received many other accolades, including numerous
  commendations, as well as two Certificate of Civic Achievement
  awards and three awards for saving lives; and
         WHEREAS, In addition to his work on the force, Sergeant Rhone
  is an adjunct criminal justice professor at Texas A&M
  University-Commerce and the University of North Texas; he holds
  bachelor's and master's degrees in criminal justice from UNT; a man
  of faith, he is a valued congregant of St. Luke "Community" United
  Methodist Church; and
         WHEREAS, Deeply dedicated to serving his fellow citizens,
  Torrey Rhone has demonstrated a steadfast commitment to public
  safety, and he may reflect with pride on his accomplishments as he
  takes on the challenges and opportunities of his new rank; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby congratulate Torrey Rhone on becoming the first
  African American to serve at the rank of sergeant as a member of the
  Mesquite Police Department and extend to him sincere best wishes
  for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Sergeant Rhone as an expression of high regard by the
  Texas House of Representatives.
