A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring the state auditor and the State Board of
  Education to conduct a review of certain assessment instruments
  administered to public school students.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  REVIEW OF STAAR AND STAAR ALTERNATE ASSESSMENT
  INSTRUMENTS.  (a)  The state auditor, in accordance with Chapter
  321, Government Code, and the State Board of Education shall
  conduct a review of each assessment instrument included in the
  State of Texas Assessments of Academic Readiness (STAAR) or the
  State of Texas Assessments of Academic Readiness Alternate (STAAR
  Alternate) to determine whether the assessment instrument is able
  to accurately measure student success.
         (b)  In conducting the review, the state auditor and the
  State Board of Education shall provide opportunity for comment by
  parents, educators, and other interested parties.
         (c)  The state auditor and the State Board of Education shall
  enter into a memorandum of understanding to establish each agency's
  respective responsibilities in developing and conducting the
  review.
         SECTION 2.  REPORT.  Not later than July 1, 2022, the state
  auditor and the State Board of Education shall submit a report
  containing the results of the review required by this Act to the
  governor, lieutenant governor, and members of the legislature.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2021.
