A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the reporting on infrastructure and maintenance by |
|
electric utilities. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section Sec. 38.101 of the Utilities Code, |
|
REPORT ON INFRASTRUCTURE IMPROVEMENT AND MAINTENANCE, is amended to |
|
read as follows: |
|
(a) identifying areas that are susceptible to damage during severe |
|
weather and hardening transmission and distribution facilities in |
|
those areas; |
|
(1) identifying areas that are susceptible to damage during |
|
severe weather and hardening transmission and distribution |
|
facilities in those areas; |
|
(2) vegetation management; and |
|
(3) inspecting distribution poles. |
|
(b) Each electric utility shall include in a report required under |
|
Subsection (a) a summary of the utility's activities related to |
|
preparing for emergency operations. |
|
(c) Each electric utility shall include in a report required under |
|
Subsection (a) a map of Feeder lines and all other lines that |
|
connect the substation to the area where power is to be finally |
|
distributed to the consumers. |
|
(1) All identified lines are also to be made public on the |
|
utilities website and labeled the following: |
|
(A) "Connected", as defined by "Nodal Operating Guide" |
|
of the Electric Reliability Council of Texas, or |
|
(B) "Disconnected" as defined by "Nodal Operating |
|
Guide" of the Electric Reliability Council of Texas. |
|
(2) If a line is labeled "Disconnected," the line needs to |
|
be labeled with one of the following reasons for disconnect: |
|
(A) Critical |
|
(B) Standard |
|
(C) Under-Frequency |
|
(D) No longer in use |
|
SECTION 2. This Act applies only to a report originally due |
|
on or after the effective date of this Act. |
|
SECTION 3. This Act takes effect September 1, 2021. |
