LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION
May 18, 2021
TO:
Honorable Lois W. Kolkhorst, Chair, Senate Committee on Health & Human Services
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
HB149 by Reynolds (Relating to a study to evaluate state and local regulation of group homes.), As Engrossed
No significant fiscal implication to the State is anticipated.
The bill would require the Health and Human Services Commission (HHSC) to conduct a study on state and local regulation of group homes. HHSC would identify and evaluate state laws, analyze procedures and complaints, enforcement authority, whether new categories of group homes should be licensed or regulated, and make recommendations related to state and local regulation of group homes.
It is assumed any cost to implement provisions of the bill would be minimal and can be absorbed within available resources.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
