No significant fiscal implication to the State is anticipated.
It is assumed that the costs associated with the bill's provisions relating to improving training and staff development for primary and secondary educators to enable them to more effectively serve all students could be absorbed using existing resources.
Local Government Impact
Among its provisions, the bill would require all educator certification candidates to receive training related to dyslexia and mental health/substance abuse/youth suicide. This would require programs not currently offering this training to candidates seeking certain career and technical education fields to complete this training. The bill's provisions also require educator preparation programs, including those at institutions of higher education, school districts, and regional education service centers, to ensure that their coursework includes certain proactive instructional planning techniques, potentially at an additional cost. The bill's provisions would also require school district staff development to include training on proactive and evidence-based inclusive instructional practices.
