The bill would amend the Health and Safety code to expand the category of persons as defined in the bill that may be affected in a contested case hearing regarding a proposed concrete batch plant. Based on information provided by the Texas Commission on Environmental Quality, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
