HB458 by Shaheen (Relating to the collection and enforcement of withholding of income for the payment of child support.), As Engrossed

No significant fiscal implication to the State is anticipated.

This bill would amend the Family Code related to the collection and enforcement of income withholding for the payment of child support. The bill would expand the definition of earnings for child support calculations to include compensation from a transportation network company and from a person that operates a technology platform used to make deliveries to customers.

According to the Comptroller of Public Accounts, the impact from increased fine revenue would not be significant. According to the Office of the Attorney General, the bill could result in a positive fiscal impact due to increased collections, however the amount cannot be determined at this time. 

It is assumed that the costs associated with the bill's provisions relating to the Office of Court Administration, the Office of the Attorney General and the Comptroller's Office of Public Accounts could be absorbed using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
