LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 1, 2021

TO:
Honorable Andrew S. Murr, Chair, House Committee on Corrections

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB465 by Shaheen (Relating to changing the eligibility for release on parole of certain inmates serving sentences for trafficking offenses involving one or more child victims.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend various codes as they relate to parole eligibility. Under the provisions of the bill, for individuals serving sentences for certain trafficking of persons offenses, eligibility for consideration to release to parole supervision would be either removed or subjected to certain limitations.

The Office of Court Administration, the Department of Criminal Justice, and the Board of Pardons and Paroles indicate the modifications outlined in the bill's provisions would not result in a significant fiscal impact. This analysis assumes implementing the provisions of the bill addressing felony sanctions would not result in a significant impact on the demand for state correctional resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
