LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION
Revision 1

March 23, 2021

TO:
Honorable Victoria Neave, Chair, House Committee on Juvenile Justice & Family Issues

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB487 by Wu (Relating to the age of a child at which a juvenile court may exercise jurisdiction over the child and to the minimum age of criminal responsibility.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend various codes as they relate to the lower age at which a juvenile is subject to juvenile justice system oversight. Under the provisions of the bill, with the exception of certain youth engaging in certain felony-level activity, individuals who are ages 10 or 11 would not be subject to juvenile justice system oversight.

This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.  The Texas Juvenile Justice Department, Office of Court Administration, Department of Public Safety, and Texas Department of Criminal Justice indicate the modifications outlined in the bill's provisions would not result in a significant fiscal impact.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
